Clean-label reformulation in Sri Lanka: an R&D scenario for FMCG

Most clean-label briefs that reach a Sri Lankan contract manufacturer begin with the back of a pack, not a recipe. A brand manager points at the tail of the ingredient list, a row of additive names and INS numbers, and asks how many can come off. Some come off cheaply. Some cost shelf life. One may never have belonged there.

This post runs one composite scenario from label audit to first reformulated batch: an established tomato-chilli sauce with four additives the brand wants gone. Every regulatory reference is to an instrument on the Ministry of Health’s current regulations register. Each was read at source for this article, not taken from a summary.

The scenario: a five-year-old sauce and a four-additive brief

In this composite scenario, a mid-tier Sri Lankan FMCG brand sells a tomato-chilli sauce in glass bottles through supermarkets and neighbourhood retail. Its ingredient list ends in four additives: sodium benzoate (211), sunset yellow FCF (110), monosodium glutamate (621) and modified starch (1422). The brief is to remove as many as possible without losing taste or shelf life.

The brand is not in trouble. The sauce has held its shelf for five years and moves around 10,000 bottles a month. What changed is the conversation around it. A category review asked for a shorter ingredient list, and the brand’s own sales team noticed shoppers turning bottles over before buying.

That second observation has data behind it. A national survey published in BMC Public Health in October 2025 covered 2,569 people across 25 districts. It found 89.8 per cent were aware of Sri Lanka’s traffic-light colour-coded labels. The fieldwork ran from November 2022 to April 2023. A population that recognises the front of a pack is one that reads the back.

The written brief had four lines. Remove as many of the four additives as the product can lose. Hold the taste close enough that a trained panel cannot reliably tell old from new. Keep twelve months unopened at ambient temperature. And keep the ingredient cost increase inside a number the retail price can absorb.

What does the current label actually permit?

Before any bench work, the current formulation is checked against Sri Lanka’s additive regulations as they stand today. Four instruments cover this sauce: the Food (Preservatives) Regulations 2019, the Food (Additives - General) Regulations 2019, the Food (Colouring Substances) Regulations 2006 as amended in 2011, and the Food (Flavouring Substances and Flavour Enhancers) Regulations 2013.

The audit exists because spec sheets age. Plenty of Sri Lankan product files still cite the Food (Preservatives) Regulations of 1989. Regulation 9 of the 2019 regulations rescinded them. The 2019 instrument was published in Gazette Extraordinary No. 2113/16 of 5 March 2019 and has been in operation since 1 January 2020.

The 2019 preservative rules work by permission, not prohibition. Regulation 2 allows only the preservatives in Schedule I. Regulation 3 allows each one only in the foods, and at the maximum levels, set against it in Schedule II. Regulation 4 caps any mixture at 100 per cent of those limits combined.

For non-emulsified sauces, with ketchup given as the example, Schedule II lists sorbates up to 1,000 mg/kg and sulphites up to 300 mg/kg. Benzoates appear against two foods only: carbonated drinks at 120 mg/kg and artificially flavoured syrup concentrates at 600 mg/kg. On a plain reading, sodium benzoate has no listed place in this sauce.

That turns the first line of the brief from a marketing preference into a compliance fix. A brand in this position should put its product category to the Food Control Administration Unit in writing. That happens before the reformulation starts, and the reply goes on file.

The MSG line needs the same written check. Item 8 of Schedule III to the 2013 regulations bars flavour enhancers from all fruit and vegetable products. The exceptions are fruit and vegetable powders and dry instant chutney mix. Whether a tomato-chilli sauce sits inside that category is a question for the regulator, not the formulator.

One more point about those numbers in brackets. Codex guideline CXG 36-1989 sets up the International Numbering System. It calls the system a harmonised naming scheme and says inclusion does not imply approval by Codex. An INS number identifies an additive. It says nothing about whether that additive is allowed in a particular Sri Lankan food.

Swapping each additive, and what the swap costs

Each additive in a clean-label brief has three possible exits. Remove it and let the process carry its job, replace it with a less objectionable additive, or replace it with an ordinary ingredient. Only the first and third shorten the INS list. The second can make a label look different without making it cleaner.

The preservative is the hard one, because its job is shelf life. Weak-acid preservatives such as sorbic acid work mainly in their undissociated form, which dominates at low pH. A 2013 review in the International Journal of Food Microbiology puts sorbic acid’s pKa at 4.76. The same review names Zygosaccharomyces bailii, a yeast that spoils tomato sauce and cordials, as highly resistant to preservatives.

Put simply, the acid was already doing most of the work. A preservative-free sauce leans on it completely. The University of Georgia Cooperative Extension set out the hot-fill-hold route in June 2025. The equilibrium pH sits at or below 4.6. The product is heated to around 82 to 93 Celsius, filled, inverted and held for two to five minutes. A process authority signs off the schedule.

The honest trade-off sits after opening. Without a preservative, an opened bottle has less protection against mould and yeast, so the storage instruction on the label changes. Under the 2026 labelling regulations, storage and use instructions must appear in at least two of the three languages.

Colour is where clean-label briefs most often fool themselves. Swapping sunset yellow for paprika extract or beetroot red does not remove a number from the pack. The 2011 amendment to the colouring regulations lists natural colours with INS numbers: curcumin 100(i), annatto 160b, paprika oleoresin 160c and beet red 162. The cleaner exit is no added colour, with more tomato solids and a chilli chosen for its colour.

The flavour enhancer comes out in favour of a longer reduction, roasted onion and garlic, and more tomato concentrate. Replacing 621 with disodium guanylate (627) or disodium inosinate (631) is not a clean-label move. Both are still flavour enhancers, and regulation 8(4) of the 2013 regulations bars declaring the absence of one enhancer while another is present.

There is a label dividend here. Under regulation 10(4) of the 2026 labelling regulations, a food with added flavour enhancers carries a separate statement naming them. It also carries the words “Not recommended for children under three years of age”. Remove every enhancer and that statement leaves the pack with them.

Modified starch holds the sauce together in the bottle. Much of that job can move to the process: colloid milling, more tomato solids, and a native starch that reads as an ordinary ingredient. Why sauces separate, and what the mill fixes, is covered in the sauce first-run maths.

How the bench-to-batch sequence runs

A clean-label reformulation at a contract manufacturer runs in gated stages. The audit comes first, then bench iterations, sensory screening, a pilot batch with a validated fill process, and a shelf-life study. At Silk Foods Ceylon, a bench iteration takes two to four weeks, and most recipes lock within two to four rounds.

  1. Audit the label and the specification. List every additive with its INS number, its function and its governing regulation, and settle any category question with the regulator in writing.
  2. Set the targets in numbers: a pH ceiling with margin below 4.6, a Brix and viscosity window, a colour reference, and the twelve-month ambient target.
  3. Run the bench iterations. Each sample is measured for pH, Brix and viscosity before anyone tastes it.
  4. Screen against the current product. A triangle test shows whether a panel can tell old from new, which is the real taste brief.
  5. Pilot on the production kettle. Kettle-scale cooking behaves differently from a bench pan, and the hot-fill-hold schedule is validated here with a process authority.
  6. Start the shelf-life study. Accelerated conditions give an early read, and real-time data supports the printed expiry date.
  7. Change the label, then book the first commercial run.

This is R&D / NPD (Co-Development on the SFC brochure) rather than straight contract manufacturing. The recipe is not locked until the pilot and the early shelf-life read report back. Once it is, the same line runs the first commercial batch. For a sauce in glass bottles, the first-run minimum at the Matale facility is 1,250 bottles.

The iteration that surprises brands is usually the second. The first sample drops all four additives and tastes flat. The second restores the depth with more tomato concentrate and a longer cook, and it tastes right. It can also sit closer to the acid line than the first, because the extra tomato solids buffer the added acid.

That is why the research team at the Matale facility reads pH on every sample before the tasting spoon comes out. A sauce that passes the panel and then fails the pH check costs another round, which means another two to four weeks on the calendar. Measuring first is cheaper than tasting first.

Which label and SLSI touchpoints does a reformulation trigger?

A reformulation changes the ingredient list, so it changes the label. Regulation 5(2)(a)(i) of the Food (Labelling and Advertising) Regulations 2026 requires a complete list of ingredients. Each additive is declared by its common name and INS number. Label stock printed for the old recipe cannot go on the new one.

That makes label inventory a line in the reformulation budget. A brand holding six months of printed labels either runs them out on the old recipe first or writes them off. The decision belongs on the timeline before the pilot batch, not after it. Print lead times are covered in the artwork and print lead time gate.

The claim a clean-label brand usually wants is “No preservatives”. The 2026 regulations do not require prior approval for it. Regulation 13(3) still counts composition as a claim, so regulations 13(1) and 13(2) apply and the claim must not be false or misleading. Where a claim is true of every similar food, regulation 13(10)(f) requires a qualifying statement.

Natural is not available. Regulation 13(8) reserves it for unmixed, unadulterated or unprocessed products with no additives, and a cooked, blended sauce is none of those. Pure is narrower still under regulation 13(7). A reformulated sauce can say what it leaves out. It cannot call itself natural.

The trap is in the supply chain. Regulation 8(1)(e) of the Food (Additives - General) Regulations 2019 exempts from declaration an additive carried over from an ingredient below its working level. A bought-in tomato paste preserved with sulphite can leave no trace on the ingredient list and still make a “No preservatives” claim misleading. Check the supplier’s certificate of analysis before that claim goes to print.

Print the nutrition panel now. Schedule II of the 2026 regulations makes a nutrition declaration mandatory for all foods one year after gazette publication, which falls in late June 2027. The Sri Lanka Standards Institution (SLSI) enters where the product carries the SLS certification mark. The mark certifies conformity with a named Sri Lanka Standard. A change of preservative, colour or stabiliser is one the certification body needs to see before product ships under it. Confirm the procedure with SLSI directly. Where a cleaner label is the wrong brief

Some clean-label briefs should not go ahead as written. Three cases come up most: a low-acid product that would need a retort once the preservative goes, a price point that cannot absorb more tomato solids, and a launch date with no room for a shelf-life study.

A coconut-based or dhal-thickened sauce is the clearest example. Where any component sits above pH 4.6, removing the preservative does not lead to hot fill and hold. It leads to a validated retort process and a different line booking. That can still be the right call, but it is a different project at a different cost.

Price is the second case. Replacing a colour and an enhancer with tomato concentrate and cooking time adds cost to every bottle. For a sauce sold on price, a partial brief often works better. Fix the benzoate, drop the enhancer, keep a permitted colour, and revisit the rest at the next repricing.

Time is the third. A brand that needs a new label on shelf within a month should fix the compliance point first and run the fuller reformulation on a proper calendar. Silk Foods Ceylon says so at the brief stage, not after the first iteration invoice.

Is sodium benzoate permitted in sauces in Sri Lanka?
