Nutricosmetic Capsule Blends in Sri Lanka: A Manufacturing Spec Sheet

A single-herb capsule brief is mostly a density question. Measure the powder, pick the shell, fill it. A formulated beauty and wellness capsule is a different job. The brief usually lists four to six ingredients: a botanical or two, a fruit powder for vitamin C, a micronutrient like biotin or zinc, and sometimes collagen because the category expects it. Each has its own dose, its own density and its own tolerance for humidity.

What changes when a capsule is a blend, not a single powder?
Three things change. Every capsule has to carry the same proportion of each ingredient, not only the same total weight. The density has to be measured on the blend itself. And the label claim decides which regulator the product answers to.
Fill weight still sets the shell. Maximum fill weight is the capsule body volume multiplied by the tapped density of the formulation, the rule Qualicaps prints in its Quali-V technical manual. The powder-to-capsule fill-weight guide runs that arithmetic for two single herbs. A blend adds a step in front: the ingredients have to be mixed, and stay mixed, first.
How do you keep a microgram ingredient even across 10,800 capsules?
You dilute it in stages before it meets the main blend. A microgram ingredient tipped into a mixer next to 300 mg botanicals will not spread evenly. It is pre-mixed with a little carrier, then with more, doubling the volume at each step, until it can join the main blend. Pharmacists call this geometric dilution.
The spread is wide. The NIH Office of Dietary Supplements sets the adult Adequate Intake for biotin at 30 mcg a day. A 2014 study in Skin Pharmacology and Physiology (Proksch and colleagues) gave 69 women aged 35 to 55 either 2.5 g or 5.0 g of collagen hydrolysate a day. Both sit in the same category; they cannot sit in the same capsule plan.

The doses are a planning composite, not a recommended formula. Two ingredients carry 70 per cent of the weight; one carries three thousandths of a per cent.
The pharmaceutical yardstick explains why that matters. USP general chapter 905 on uniformity of dosage units allows weight variation as the test only when an ingredient is 25 mg or more and 25 per cent or more of the unit. Anything smaller needs content uniformity, unit by unit. Food supplements are not bound by USP, but the logic transfers: weighing capsules proves the total, not the biotin.
This is where most blend briefs change. A pattern the R&D team at the Matale facility sees often: a brand arrives with a beauty blend that has worked as a home-mixed powder in a jar, stirred into water. The same recipe in a capsule raises questions the jar never did. Can every capsule carry its share of biotin? Does the collagen fit? The usual answer is a smaller formula, with the collagen moved to a powder format and the micronutrients bought pre-diluted.
Which ingredients in a beauty blend fight moisture?
Fruit powders and spray-dried extracts are the usual culprits. Many are dried onto a carrier and pull water from the air, which makes them cake, bridge in the hopper and fill unevenly. In a blend that is also a uniformity problem, because the clumping ingredient stops spreading.
The shell is the first lever. ACG, a capsule manufacturer, put HPMC moisture content at 3 to 8 per cent and gelatin at 13 to 16 per cent in a February 2025 technical note, and described HPMC as suited to hygroscopic and moisture-sensitive fills. A gelatin shell holds water that a dry, thirsty blend can draw out of it. HPMC is also what most vegetarian-positioned briefs specify, so the two decisions usually agree.
The spec sheet should carry three moisture lines for a blend:
- A moisture or loss-on-drying limit for each ingredient lot, measured on arrival, before anything is blended.
- A maximum time between opening the hygroscopic ingredients and capping the bottle.
- A pack decision that matches the blend, covered below, including whether a desiccant goes in the bottle.

Matching cap size to the blend’s fill weight
Measure the blend, then pick the shell. Tapped density is measured on a trial blend, not calculated from the ingredients’ figures. Fine particles settle into gaps between coarse ones, so a blend can be denser than any of its parts.
HPMC body volumes from the Quali-V manual set the ceilings. A size 00 HPMC body holds 0.93 mL, a size 0 holds 0.67 mL, and a size 1 holds 0.48 mL. At a measured tapped density of 0.55 g/mL, a size 00 carries about 510 mg and a size 0 about 370 mg. The composite blend above, at 1,000 mg per serving, becomes two size 00 capsules at 500 mg each, just under the ceiling.
That fit settles the serving and the bottle together. Two capsules a serving and 60 capsules a bottle give 30 servings, a month’s supply. Three capsules a serving drops the bottle to 20 days and changes the price per month on the shelf.
Bottle or blister for a beauty capsule?
For a first run, the bottle. Silk Foods Ceylon’s documented capsule format is the 60-count bottle in white or black, and the 180-bottle minimum is built around it. Blister packing is not on the SFC packaging list, so a blister SKU needs a scoped conversation before it goes into a launch plan. Food supplement, borderline product or Ayurveda product?
The claim decides the route, and a beauty blend can land in any of three. Pick the route before the label is drafted, because each asks for different paperwork and none publishes a processing time.
A blend sold as a food supplement with nutrient and health statements answers to the Ministry of Health’s food control framework. The Food (Labelling and Advertising) Regulations 2026, in operation from 1 July 2026 under Gazette Extraordinary No. 2494/47, require prior written approval of the Chief Food Authority before a health claim or functional nutrient claim appears on a label (regulation 13(6)(a)). “Supports skin elasticity” is that kind of claim. A Ministry directive of 5 August 2026 gave relief on parts of regulation 13 until 31 December 2026, and that window is closing.
A blend whose actives or claims look medicinal can be a borderline product. The National Medicines Regulatory Authority (NMRA) classifies these through a preliminary evaluation. It weighs intended use, therapeutic claims, pharmacologically active substances and their concentrations. The classification report is valid for one year, and registration has to be filed inside that year. A blend marketed with Ayurvedic claims registers with the Department of Ayurveda instead, using Form A for the manufactory and Form B for the product.

What does the minimum run cost and how long does it take?
The minimum is 180 bottles per SKU, which is 10,800 capsules. At 500 mg a capsule that is 5.4 kg of finished blend, plus an allowance for machine priming, set-up rejects and retained samples. Filling is a small part of that job; blending, changeover, cleaning and testing set the cost.

The calendar is short on the manufacturing side. R&D runs 3 to 4 weeks at most from a signed brief to an approved formulation, and purchase order to dispatch is 2 to 3 weeks after that. Where SFC walks away
Three blend briefs are better redirected at the first call. A capsule built around gram-dose collagen, which turns a serving into five or more capsules. A formula with several micronutrients and no plan to source them pre-diluted. And a launch date that depends on a skin or hair claim with no approval in hand.

Can collagen go into a beauty capsule blend?
Only at low doses. A 2014 study in Skin Pharmacology and Physiology used 2.5 g and 5.0 g of collagen hydrolysate a day. A size 00 HPMC capsule holds 0.93 mL, roughly 500 mg of a typical blend, so a 2.5 g collagen serving needs five or more capsules. A powder sachet suits that dose better.
How is a microgram ingredient like biotin mixed evenly into a capsule blend?
By diluting it in stages before the main blend, or by buying it already diluted on a carrier. The adult Adequate Intake for biotin is 30 mcg a day (NIH Office of Dietary Supplements), about 0.003 per cent of a 1,000 mg serving. Weighing capsules cannot show it is evenly spread; content checks can.
Does a beauty capsule with a skin claim need approval in Sri Lanka?
Yes, if it is sold as a food supplement. Regulation 13(6)(a) of the Food (Labelling and Advertising) Regulations 2026, in operation since 1 July 2026, requires prior written approval of the Chief Food Authority before a health or functional nutrient claim appears on a label.
