Most condiment briefs that reach a contract manufacturer name the product and skip the raw materials. The founder knows they want a garlic chutney, a mustard-forward dressing, or a curry paste with a proper uluhal backbone. What the brief rarely states is the grade, the moisture ceiling, and the microbial documentation for each spice going in. Those three variables decide whether a blended condiment holds its flavour, passes SLSI, and stays safe on a shelf that has no refrigeration.

Garlic, mustard and fenugreek show up together in a large share of Sri Lankan condiment SKUs, from tempered pickles to curry pastes to table sauces. Each behaves differently once it is dried, ground, and cooked into a blend. This guide sets out what a brand owner should write into the spec for all three, and where that spec meets the manufacturing reality of a first commercial run.

What “specifying” a spice actually means for a blend

For a blended condiment, the recipe is only half the document. The other half is a raw-material specification: for each ingredient, the form (whole, flake, granule, powder, paste), a moisture ceiling, a granulation band, a cleanliness reference, and a microbial certificate. A spec that names these turns a home-kitchen formula into something a factory can buy against and a laboratory can test.

Sri Lanka is a spice-credible origin. Spices and essential oils earned about USD 449.9M in export revenue in 2025, according to the Sri Lanka Export Development Board. The catch for condiment makers is that two of these three ingredients, garlic and mustard, are largely imported inputs rather than local crops, so the specification has to carry import documentation, pesticide residue limits, and microbial results, rather than a supplier’s word.

Garlic: pick the form before you argue about pungency

Garlic reaches a blend as fresh paste, dehydrated flakes, granules, powder, or as concentrated garlic oil dosed in parts per million. The first decision is form, because it drives both flavour and food safety. Fresh garlic paste carries the brightest pungency but also high water activity, which raises the microbial and, in oil, the botulism risk. Dehydrated garlic is more stable and easier to standardise.

Dehydrated garlic powder and granules should sit at or below roughly 6 to 7 percent moisture; the drier the input, the better the microbial stability. Codex Alimentarius set a dedicated commodity standard for dried and dehydrated garlic (CXS 347-2019) that a spec can reference for the moisture ceiling and quality provisions. Pungency is a separate line: garlic flavour comes from allicin, which forms only when the tissue is disrupted, and prolonged or hot drying destroys the enzyme that makes it. Low-temperature-dried powder keeps more of that capacity, so a serious spec states a reconstituted-pungency target, rather than a bare “garlic powder”.

Two lines protect the batch. Require Salmonella absent in 25 grams with a validated pathogen-reduction certificate, because dehydrated garlic is a documented Salmonella vehicle. And if a white dehydrated garlic has been sulphur-treated to hold colour, require a certificate stating the SO2 in parts per million, since it becomes a declarable additive on the finished label.

Mustard: brown or yellow sets the heat

Mustard is where two species do two different jobs, and choosing the wrong one quietly changes the product. Brown or oriental mustard (Brassica juncea) carries sinigrin, which on hydration releases allyl isothiocyanate, the sharp, volatile, sinus-clearing heat that South Asian condiments lean on. Yellow or white mustard (Sinapis alba) is milder, with a lingering bitterness and, more usefully, a strong emulsifying and binding function.

For a whole-seed mustard input, ISO 1237 gives the specification and the moisture test method (loss in mass at 103 degrees Celsius), with seed typically at or below 8 to 10 percent moisture. Where heat matters, specify the allyl isothiocyanate content, since higher volatile-oil figures mean a hotter finished blend. Where binding matters more than bite, yellow mustard earns its place as a natural emulsifier that can reduce added stabiliser in an oil-in-water sauce.

One processing fact belongs in every mustard brief. Allyl isothiocyanate only develops after the seed is hydrated and its enzyme acts, and it is destroyed by heat and by pH extremes. A mustard note that tastes correct at bench scale can fade almost completely through a hot-fill or retort step. The blend may need mustard over-dosed, added late, or carried as a paste to keep its bite in the finished SKU.

Fenugreek (uluhal): the bitterness you can control

Fenugreek is the defining aroma of Sri Lankan curry powder and the sour fish curries, and it is also the ingredient most likely to ruin a blend if it is over-roasted or over-dosed. The bitterness comes from steroidal saponins and trigonelline. Roasting develops sotolon, the sweet, maple-like aroma that reads as authentic Sri Lankan curry; push the roast too far and that flips to an acrid, burnt bitterness that no amount of salt will rescue.

A fenugreek spec should cap moisture at roughly 9.5 percent for the powder, a figure consistent with the USDA spice item description, and pin the roast to a colour and bitterness reference standard that QA can taste every batch against. The seed’s soluble galactomannan fibre also thickens naturally, which helps a curry paste hold body but can cause gelling or haze if the loading creeps up.

Fenugreek carries a genuine functional story for a brand that wants one. A 2025 peer-reviewed review attributes the seed’s antidiabetic and cholesterol-lowering activity to trigonelline, diosgenin, saponins and its galactomannan fibre. That supports a positioning angle, but any on-pack health message has to stay inside the Sri Lanka Food Act labelling limits and avoid unauthorised medicinal claims.

How the three behave together

Here is the part a bench recipe rarely predicts. In one curry-paste development, a formula that tasted balanced from a cold mix turned flat and faintly bitter after the retort trial. The mustard heat, which is volatile, had cooked off, while the fenugreek bitterness, which is heat-stable, stayed put and now dominated a milder base. The fix was not a new recipe: it was a garlic-oil top-up added after the cook, a lower fenugreek roast, and part of the mustard carried as a late-stage paste.

That interaction is the argument for treating garlic, mustard and fenugreek as a system. Garlic sugars brown through Maillard reactions during cook-down, deepening colour but risking a cooked-off note. Mustard heat fades. Fenugreek bitterness holds. A blend designed on those rules, rather than on a raw taste test, is the one that survives the process.

Additives, labelling and SLSI
